The primary requirement in selecting initial personnel will be to recruit people with the necessary skills and competency required to implement the functions and to meet the Designated Operator’s (BIL) role. BIL strategy is to provide staffing with individuals who have suitable qualifications, skills and experiences to match to operating organization’s requirement. The staff will be sourced from the local population as appropriate.
